What the official eligible-country list says
International Experience Canada (IEC), often called a "working holiday visa," runs on youth mobility agreements signed between Canada and a limited number of partner countries. Each country has its own agreement, with its own age conditions and quotas.
On the list of participating countries and territories published on the official IRCC website, Morocco does not appear. This can change if a new agreement is signed, which is why eligibility should always be checked directly on the official IRCC website before taking any step, not on a third-party site or through an intermediary.
Why this mix-up comes up so often
The term "working holiday" or "IEC" is heavily searched online because, for other nationalities (French citizens, for example), it is a simple route into a Canadian work stay. Some careless or dishonest intermediaries take advantage of that search volume to offer Moroccan candidates an "IEC" that does not actually exist for their nationality — see our guide on recognising a serious offer.
If someone offers you a "Canada working holiday visa" in exchange for payment, treat that as a serious warning sign: no intermediary can create an eligibility that does not exist in the official agreements.
The main alternative: an employer-specific work permit
The most direct route for a Moroccan candidate remains securing a job offer from a Canadian employer, which then supports a work permit. Depending on the role and the province, that permit may require a Labour Market Impact Assessment (LMIA) obtained by the employer, or be exempt from one in certain cases under the International Mobility Program.

Francophone Mobility, for French-speaking candidates
For candidates who speak French and are targeting a role outside Quebec, Francophone Mobility (also called the C-16 stream) can, in some cases, allow an employer-specific work permit without a Labour Market Impact Assessment. This stream does not replace a job offer: it simplifies part of the process once an offer is in hand, under the conditions set by IRCC.
It is not an equivalent to IEC: a willing Canadian employer is always required, whereas IEC normally does not require a prior offer for eligible nationalities.
The other route: a study permit
A study permit for a recognised Canadian institution opens, under conditions set by IRCC, the possibility of working during studies and later obtaining a post-graduation work permit. This is a different route from IEC, slower to set up, but genuinely accessible to a Moroccan candidate.
